Planning For Horse Emergencies in Orange County
Severe fire risks in the county area of San Juan Capistrano in California have heightened concerns as to whether county officials have completed plans for a county-wide large animal evacuation plan that would involve designated and trained volunteers to assist in implementing a coordinated emergency action plan.
The federal Pets Evacuation and Transportation Standards (PETS) Act requires states accepting funding for homeland security to have a plan which not only takes into account people but also pets and service animals before, during and after a major disaster or emergency. In California a state law requires an animal response emergency system.
At local levels stables and equestrian centers have an understanding that they will move horses away from immediate fire danger to another such institution but the Equestrian Coalition president Julie Ryan Johnson is also pushing for a more concentrated plan so that their efforts can be coordinated with other emergency services and congestion does not inhibit the overall plan.
